The plain-English rules for ordering from Todd HQ.
Who we are and what we sell
Todd HQ is the retail brand of Todd & Co. Armament LLC in San Tan Valley, Arizona. We sell firearm accessories, parts, ammunition and black powder (muzzleloading) firearms. We don't sell modern firearms, frames, receivers or NFA items, and we don't do gunsmithing or FFL transfers. Ammunition sales follow our Ammunition policy. These policies work alongside our Terms and Privacy Policy.
Age requirement
You must be at least 18 to buy from Todd HQ. You must be 21 or older to buy handgun ammunition or black powder pistols, and some states set higher ages for other items. We may ask for ID or an adult signature on delivery. Ordering means you confirm you meet the age requirement for your state.
Pricing, MAP and errors
- Prices are in U.S. dollars. Sales tax and shipping are added at checkout.
- Some brands set a Minimum Advertised Price (MAP). For those items, the price you see may only show up in the cart or at checkout, as the manufacturer's policy requires.
- Mistakes happen. If a price, photo or description is wrong, we can cancel the order and refund you in full, even after you've received a confirmation email. We'll tell you before we cancel.
- Prices and stock can change without notice, especially for items we order from distributors.
Order cancellation
- You can cancel for free any time before your order ships. Email info@toddhq.com with your order number.
- Once an order ships, it can't be cancelled. Use the return process instead.
- We may cancel an order that fails fraud checks, ships to a restricted location (see Section 7), or has a pricing error. Special orders can't be cancelled after we've placed them with the distributor.
Shipping
- Carriers: UPS, FedEx or USPS. We pick the best option unless you choose one at checkout.
- Processing: In-stock orders usually ship within 1–3 business days. Items that ship from a distributor take 3–5 business days. Special orders vary, and we'll give you an estimate.
- Tracking: We email tracking as soon as your order ships.
- Address verification: Billing and shipping addresses should match. New customers, orders of $500 or more, and orders with mismatched addresses may need extra verification before they ship.
- Signature: Higher-value orders and certain items may need a signature, and an adult (21+) signature where the carrier or state law requires one.
- Where we ship: All U.S. states except California and Massachusetts. We also don't ship to Washington DC or New York City. Item-level restrictions in Section 7 apply everywhere else. No international shipping.
- Lost or damaged packages: Tell us within 5 days of delivery, with photos if the package is damaged, and we'll work it out with the carrier.
- Local pickup: Available by appointment in San Tan Valley, AZ.
Returns and refunds

- Window: 14 days from delivery to request an RMA. See our full Return Policy.
- Condition: New, unused and uninstalled, in the original packaging with all parts, manuals and accessories included.
- Restocking fee: 15% on opened or returned items. We waive it if we made a mistake or the item arrived defective.
- Not returnable:
- Optics that have been mounted, zeroed or used, or that show mounting marks
- Lights, lasers or mounts that have been installed
- Special orders and items sourced at your request
- Clearance or final-sale items
- Anything damaged by misuse or modification
- How to return: Email info@toddhq.com for a Return Merchandise Authorization (RMA) number before you ship anything back. Returns without an RMA may be refused. The customer pays return shipping unless it's our error. Send it insured and with tracking.
- Refunds: Refunds go to your original payment method within 5–7 business days after we receive and inspect the return. Original shipping charges aren't refunded.
- Exchanges: Return the original item and place a new order.
- Holosun and other MAP brands: Items sold under a manufacturer's MAP policy, such as Holosun, follow the same return rules. We can't offer price adjustments below MAP.
State and local restrictions
Nothing we sell requires an FFL transfer, but some items are restricted by age or location. You must be 21 or older to buy handgun ammunition or black powder pistols. We don't ship ammunition to Alaska, California, the District of Columbia, Hawaii, Massachusetts, New York, New York City, U.S. territories or PO boxes. Magazines, triggers, some parts and black powder firearms are restricted in some states and cities. You're responsible for making sure an item is legal where you live, and we'll cancel and refund any order we believe can't legally be shipped. We don't swap in "compliant" versions without asking you first.
We don't ship to these areas at all: California, Massachusetts, Washington DC, and New York City (all five boroughs). Their rules on accessories are strict and change often, so to avoid confusion we don't ship any orders there. Orders with a shipping address in these areas will be cancelled and fully refunded.

Additional notes: - New York and New Jersey: Also restrict body armor, ammo-feeding devices and certain features. - CA, MA, DC and NYC: Blocked entirely, as listed above. They still appear in the table for reference in case we lift a block later.
This list isn't complete and isn't legal advice. Laws change, and we may update this list or decline any order at our discretion.
Warranty
Todd HQ doesn't offer its own warranty. Products are covered by the manufacturer's warranty, and many optics and light brands offer strong or lifetime coverage. For a defect after the return window closes, contact the manufacturer directly. We're happy to help you with the claim. If an item arrives defective (DOA) within the first 30 days, contact us and we'll replace or refund it.
